The Economic Development, Planning and International Affairs, Strategic Policy Committee of Dublin City Council agreed that, as an aid to the public, the Draft Dublin City Development Plan 2011 - 2017 should be presented as a side by side comparison with the City Development Plan 2005 - 2011.

This comparison indicates the text changes only of what is being omitted, amended or retained and is not intended to be regarded as an interpretation.

• Text in red denotes sections of the 2005 Plan which were omitted.
• Text in green denotes all new sections in the Draft Plan 2011-2017.
• Text in black denotes all sections that remain unchanged.
• Text in blue is a commentary.
